It has been determined that hearings will be held on substantive law after the joint committee makes the thorough inquiry. the dispassionate. orderly. objective study of the question of immigration policy. as required by law. If the gentleman will bear with me. since I am not able to get time on my own. I wish to say that there has not been a thorough investigation by Congress of our national immigration policy since 192122. There have been policy hearings by special Presidential committees. but not by the Congress. There have been voluminous hearings on bills affecting certain provisions of our immigration laws but these hearings have not been properly related to the basic question of our immigration policy. or what should be our immigration policy.
