Mr. Chairman. I should like to say to the distinguished gentleman from New York that I am in thorough agreement with him on his views with regard to the changes required in our immigration laws. I am and have been in favor of the pending bills which were sent up here by President Kennedy and by President Johnson. But the way to go about passage of such a bill and liberalization of our immigration policy is not through this joint committee because the joint committee is not a legislative committee. It has no authority in the premises and could not even make an investigation.
