President Johnson in his budget message requested this Congress. those who will vote today on this amendment. to give $160.460 to the joint committee. which is the same amount as I have in my amendment. The request which I made beginning on August 1 was not acted upon by the Committee on Appropriations for the reasons that have been made equally clear today. The committee has determined to put the issue of the Joint Committee on Immigration and Nationality Policy before the House. In its report it says. "without prejudice." To me that means simply one thing. that Is. the committee has not decided that $20.000 will be sufficient to carry on the proper functions defined under the law for the joint committee. My understanding is. and according to the report. it says they are maintaining the status quo and will permit the Members of the House. the Members of the Congress. to decide whether or not the Joint Committee on Immigration and Nationality Policy will be permitted to function. It cannot function adequately with $20.000. Incidentally.
