Mr. Chairman. I believe I should make it perfectly clear that the important issue is whether or not there shall be a fullscale uninhibited inquiry into immigration policy. A question of investigation is important but only a part of the broad inquiry which must be conducted. Congress has already legislated that the joint committee should be the proper arm of the Congress to undertake both these responsibilities. It is quite difficult to act as the chairman of a subcommittee. as I am. when the chairman of the full committee refuses to permit me to have even one person of my choice on the staff.
