Both the House and Senate Judiciary Committees have filed reports in this Congress stating that studies in these fields are underway. that they deal with policy. and in the light of that this committee had to come to the conclusion that if we granted any more money than had been traditional we would be spending money for duplication. It is our responsibility to deal solely with the money. We could not justify any action that could be shown to be a clear duplication of money. You have heard statements here today asking why we had some ground to think that there was a conflict of some sort. What we have done has nothing in the slightest to do with the policy of the Immigration and Nationality Committee. It only has to do with the narrowly confined matter of authority by resolution of this House. That is the only reason we have taken this action.
