I am not sure I understand precisely what is at stake here. The chairman of the full committee has. in answer to questions of a member of the subcommittee. the gentleman from West Virginia [Mr. MooRe]. assured us that he would support funds for an investigation by the Immigration and Naturalization Subcommittee. but he has also clearly indicated that he would not delegate to the chairman of the subcommittee. the gentleman from Ohio [Mr. FEIGHANI. complete authority over the employment of staff. And this was not asked. but I assume that he also would not delegate to the chairman of the subcommittee the authority to issue subpenas.
