As I stated. such policy review was to be made by the joint committee and therefore the Judiciary Committee members made no appeal for funds for the study the joint committee. by law. was obligated to make. Another thing. it is said that the joint committee has never functioned. This is no excuse for avoiding the clear requirements of law. particularly when our immigration laws are now bogged down In a hodgepodge of piecemeal amendments and administrative determinations by the State Department over the past years.
