One final point I would like to make on this is that the Census Bureau already compiles certain data on the basis of race or ancestry. For example. the 1960 census classifies inhabitants according to race. And ever since the 1924 Immigration Act we have required the compilation of the number of inhabitants by national origin. I certainly think that the Census Bureau is the appropriate agency to conduct this kind of survey. There is no reason to believe that the Bureau will be unable to develop appropriate criteria. and its experience and expertise in impartially compiling many kinds of data suggest that it is perfectly competent to perform the task we want to assign to it in title VIII.
