We sometimes forget the 14th amendment. Attention is frequently concentrated upon the 10th amendment. which denies jurisdiction to the Federal Government of subjects not specifically allotted to the Federal Government. I believe it would be well to read aloud once more. on the floor of the Senate. the 1st and 5th sections of the 14th amendment to the Constitution: All persons born or naturalized in the United States. and subject to the jurisdiction thereof. are citizens of the United States and of the State wherein they reside. In other words. there is no differentiation between citizens. There are no firstclass citizens and no secondclass citizens. all white or black. rich or poor. are citizens on equal terms.
