I would have to point to more subtle underlying reasons than armies and armaments. I would have to point to the Constitution of the United States which we commemorate today. I would have to say that a vast understanding had developed between the millions of immigrants to this country and the populations they had left behind. And that back of this understanding was the actual -operation of the fundamental law of the United States guaranteeing to men. every man. his freedom. his selfrespect. his independence. his rights. which no government official. no government. no organization could take from him and in which he was solemnly protected by this document. this law of laws. this collection of meaningful words and powerful precepts. The peoples of the old and battered and despotridden world may not have known a word in the Constitution itself. or even that there was such a document. But they did know that their very own kith and kin under the folds of this flag. that now flies over the Capitol. had tasted of the most precious of all Gods gifts. the right to be free. And so they kept coming and so we have what we have. And so those who remained behind wanted for themselves on their own soil what we had achieved herewe. their immigrant relatives. Freedom expanded its canopy. It is this today thatat heartwe call the civilization of the West.
