DEAR MR. SECRETARY: Knowing how preoccupied you are with the trying problems of foreign affairs I take this means to bring to your attention certain aspects of the Richard BurtonElizabeth Taylor Fisher case. I do so because the Department which you head exercises the authority by law for the granting. refusal and revocation of visas for admission into the United States. You will recall a few evenings ago at a White House reception I had the opportunity to share a few comments with you on this issue. At that time I commended the Presidents national program for physical fitness. particularly among our youth. and suggested the need for a similar program directed at moral fitness.
