Congressman MrLTER is to be praised rather than attacked for his willingness to serve on a committee the members of which normally are strongly opposed to the liberal views which Congressman MIuLTER has expressed and followed since he first became a Congressman in 1947. As a Congressman. Mr. MULTER has been an articulate spokesman for civil liberties. for more liberal immigration laws. and for small business. He was one of the leaders of the ultimately successful fight to obtain an additional judge for the Juvenile Court for the District of Columbia. which reactionary Southerners on the District Committee fought to block for a substantial period of time.
