The Senator has spoken frequently and wisely about the sanctity of law. I am confident. therefore. that he can be expected to reconsider his views on sponsoring a refugee invasion of Cuba with a view toward trying to reconcile these views with his wellknown dedication to the rule of law as a guiding principle for both the internal life of our country and its foreign relations. If the Senator from Arizona has been somewhat inconsistent in his views on law in international relations. he has been absolutely constant in his advocacy of the principle of decentralization of Government functions. The Senator declared that under certain circumstances he would withdraw recognition from the Soviet Union. but only with the consent of the Senate.
