The migratory farm family. for example. has long been involved in the selfperpetuating conditions of illiteracy and insecurity of poverty. And although they do not constitute the greatest number of our Nations poor. the magnitude of their problems is almost beyond measure. The subcommittee has been working to develop a legislative program which would bring migrant farm families into the mainstreams of our generally productive society. In so doing. we have developed a comprehensive program to meet the health. education. and employment needs of the migrant. Part of this legislative program. the Migrant Health Act. Public Law 87962. is operating in 21 States. and constitutes a major legislative breakthrough. More importantly. this program demontrates that day after day needed health and medical services can be provided for the poor within the traditional free enterprise framework. Early last session the Senate developed and passed measures which would provide educational opportunities to migrant children and adultsS. 521daycare for migrant childrenS. 522eliminate harmful child laborS. 523crew leader registrationS. 524a National Advisory Council on Migratory LaborS. 525and grants to improve sanitation facilities used by migrant farm f amilies--S. 526. I am confident moreover. that the concepts and the approach taken in the development of these measures could be applied to the other povertystricken citizens. The migrant education billS. 521for example. recognizes the wisdom of providing Federal aid where it is most needed. This bill. which the Senate passed in June. is perhaps one of the first attempts to channel educational aid to families of low income. a concept supported in a recent statement by former Ambassador Galbraith. Doubtless. a similar approach could be utilized with respect to low income groups wherever they exist.
