Chairman. it is indeed fitting that we should have honored Congressman Walter at this session this morning which he so looked forward to attending despite his Illness. It may be said that Congressman Walter devoted his life to the better organization of migration. His contributions to immigration laws in the United States were outstanding. The basic immigration law of our country bears his name. He had great foresight in the field of immigration and he sensed the needs to be met by legislation and better international organization long before his colleagues in government and those professionally engaged in this field. In 1948. for instance. he began calling for the creation of the organization which became ICEM in 1951. Congressman Walter attended the Brussels Conference. and he took great pride in seeing the organization which he had envisaged come into being.
