Mr. Chairman. for many reasons the Latin American delegations. and mine in particular. could not have failed to express their profound regret at the death of a personality whose name has been associated with the Committee since its beginning and whose memory is dear to us allCongressman Francis Walter. I need not remind you of his dynamic life. inspired by the constant concern to help refugees to find a new life sheltered from the sufferings and insecurity of the camps. That explains the unfailing interest which Congressman Walter devoted to the activities of ICEM. His intense work in the international field showed a humanitarian spirit deeply rooted in a farseeing mind.
