I wish to include at this point of the RECORD the verbatim proceedings of a special meeting held in Geneva. Switzerland. on October 16. 1963. in the course of the 20th Session of the Council of the Intergovernmental Committee for European Migration for the purpose of honoring the memory of the late Francis E. Walter. chairman of the Subcommittee on Immigration and Nationality of the House Committee on the Judiciary. I wish to add -that the members of the congressional delegation attending the * meeting were profoundly touched by the eloquence and sincerity of the homage paid our departed colleague.
