He was Lieutenant Governor of New York from 1928 to 1932. when Franklin Roosevelt was Governor. and carried on much of the administrative work of the Governors office. Mr. Lehman was Governor of New York from 1932 to 1942. serving 10 years. Only one Governor in the history of New York served for a longer period of time. Upon his retirement as Governor of New York. Mr. Lehman became director general of the United Nations Relief and Rehabilitation Administration. serving without pay for 7 years. and devoting himself to the care and relief of the tens of millions of refugees who were displaced by the war. He was elected to this body in 1949. and served until 1957. In my judgment.
