I have cited the best available authoritythe Commissioner of Immigrationwho. I am sure. has seen the situation which has been described to us by the Senator from Colorado. and -who was personally and directly active for many years in this field. Mr. President. I oppose the motion that the Senate concur in the amendment of the House of Representatives to Senate bill 1703. The Senate should follow the traditional procedure in connection with proposed legislation when there is a substantial difference between the Senate version and the House version.
