Mr. Speaker. November 18 is the 45th anniversary of the independence of the Republic of Latvia. The United States has a considerable group of responsible and valuable citizens who are refugees from Soviet Latvia. or are of Latvian descent. It is fitting for us to pause a moment in tribute to the men who led Latvia to independence in 1918. and to the Latvian people. who have suffered such unnecessary cruelty and repression for so many years. The story of Latvias struggle for freedom is an old one. She originally began her struggle for national unity while under the suzerainty of czarist Russia.
