I think that is what is expected of us by the people. The purpose of my speaking is to express the hope that Senators will not proceed to cut further the contingency fund. We had occasion in Florida when the Cuban refugee program arose. without there being any specific appropriation or legislation to deal with it. to learn in 2 successive years of the great value of a contingency fund to take care of such unexpected developments. I do not have to remind Senators that if there is one thing we have learned in this modern time. it is that the world is changing so rapidly that nobody in drafting a budget or in passing legislation. can know what further changes will take place. We are aware of the trouble in the Congo. the trouble in Laos. the recent trouble in Vietnam. and the recent junta rebellionsand that is what they arein the Dominican Republic and Honduras. and the others earlier in South America.
