I say in all frankness. whether you are going to see me down here in this well during coming years arguing for this program. is something I want to leave in abeyance. but I do think it would be unfair not to extend it this 1 year. You who oppose this bill think you are going to right a great wrong by defeating it today. You are not going to put shoes on the children of the migrant workers. you are not going to raise the standard of living of the migrant workers. you are not going to improve their working conditions. if you defeat this bill. But. if you cut off the supply of labor by a meatax termination.. you will not give the farmers time to line up a program to get American workers or machines to do these Jobs. What you will do is put out of work a lot of people in the transportation and processing industries who now have Jobs that depend on the harvesting of these crops.
