I think it is important that we view this objectively and look at the overall picture. particularly in these States like Ohio that are not contracting for braceros and have not contracted for them in the past. Mr. Chairman. this is a problem which affects every State employing stoop labor. It is just not the problem of these 21 States contracting for bracero labor. A great number of people have been turned against this program by reason of the showing of a TV film a couple of years ago which showed migrant workers and their families in great distress. Mr. Chairman. the people pictured in this TV film were not bracero. They were unregulated migrants. Braceros are only adult males. Their families cannot accompany them.
