This question. simply. is one that it is up to Congress to resolve. It is a legislative matter. The Supreme Court admittedly can determine the constitutionality of the laws of this land. but It can .only act with respect to cases or controversies. And for an individual to carry his case to the Court. requires both a long period of time and great personal expense. This is a burden we should not require of our citizens. whether native born or naturalized. I believe these issues are clear. Mr. President. I can only ask that Congress recognize this. and act to resolve them.
