President. there appeared in the August 1963 edition of the Honolulu Beacon an article entitled "Uncle Sam Says Welcome" written by Karl Detzer. This very factual and interesting report was written about the impressions that aliens and others receive when they arrive in Honolulu. Idlewild. and other ports of immigration. I am very pleased to note that Mr. Detzer lavishly praises the new look of our Immigration and Naturalization Service. along with other Government agencies. In fact. much of the credit for the current policies of the Immigration and Naturalization Service. which have won such favor both here and abroad. belongs to Commissioner Raymond F. Farrell who has made every effort to streamline the entire department. Mr. President. in the article Commissioner Farrell is quoted as saying: Congress intended the immigration laws to protect the innocent and be enforced with human kindness. This I believe is a most humane and thoughtful approach to the administration of our present immigration laws. At the time that Commissioner Farrells nomination was before this body. I expressed the hope and the belief that his administration would be a humane one. I commend him now. for this has obviously been the case. Furthermore. I congratulate him for the good will and efficiency that is symbolic of the Immigration and Naturalization Service since his appointment as Commissioner by President Kennedy. I ask unanimous consent at this time to have printed the aforementioned article in the RECORD at this point.
