Mr. President. much has been written about the Cuban refugee and the problems of his assimilation into the mainstream of American life. There are some who feel we are obliged to dole out taxpayer money to support them. forgetting that. like most people. the Cuban is a proud person who wants to stand on his own two feet. making his own way. And too often we Americans are unwilling to admit that the Cubans may have comething we need. Such a happy marriage of pride in paying ones own way and need has been and is being demonstrated in a littlepublicized program initiated by the Iowa Department of Public Instruction and conducted by the State University of Iowa at Iowa City.
