What does it say? It says he shall be required "to be appointed to the position." It does not take him out of office and tell him to go back to the Senate. but the language of this amendment which was accepted says. "but he shall be required to be appointed to the position of administrator of the Bureau of Consular and Migration Affairs." So when you refer back to the language of this amendment. it does not do what they are trying to do. send him back for confirmation. but the language says that he shall be required to be appointed to the position of administrator of the Bureau of Consular and Migration Affairs. This particular office will have to do with visas and with people coming into this country. There are many things that he will have to decide. It seems to me we ought to take a good hard look at this question of whether or not we should create this office.
