The first is to terminate it entirely and abruptly. I think most of us recognize that that would be catastrophic. The second way would be to phase out the bracero program over a number of years. in the hope that an intensive recruitment program of our own domestic migrant workers would take place. This approach was favored by the distinguished Senator from Arkansas . I favor this approach. The third way would be to squeeze out the braceros by providing the domestic migrant workers more attractive wages. This would increase farm costs. I suggest that it would also mean that we would lose the migrant workers because of the large amount of mechanization that would then take place. I think this would be catastrophic. I shall vote for the bill as being better than not having a continuation of the bracero program at all. Mr. President.
