As a sponsor of the pending bill. in view of the present condition of the bill I now have some reluctance In leaving my name attached to it as a sponsor. because it is obvious that the effect of the amendment the Senate adopted a few minutes ago is to make it almost impossible for the Secretary of Labor to certify that any area is available for bracero help under the provisions of Public Law The effect may well be to stimulate the further immigration of Mexican nationals under Public Law 414. which is the one law which the Mexican Government did not like and the U.S. Government did not like. and which created all the problems for the Immigration Service.
