This is not a program of charity toward our less fortunate neighbor. It is one that is in the best interests of both countries. I wish that we could bring about a substantial improvement in the wages and living conditions of the migrant worker. It is a hard and bitter life with little contact with the creature comforts making up what we have come to think of as the American way of life. Migrant workers deserve better treatment. but they will not get it merely by cutting off the Mexican labor program. Mexican workers compete with machines. not with domestic workers. Farmers must have much better prices and expanded markets before they can pay wages comparable to those paid in industry.
