I much prefer a 3year period for the phasing out of the program. but the bill which the committee reported. providing for a 1year period to phase out the program was. of course. acceptable. and would give farmers an opportunity to phase out the program without undue difficulty and expense to them. I deeply regret that Senators who oppose the program have seen fit to accept an amendment such as has just been adopted by a majority of one. I am afraid it will destroy the program altogether. Every Member of this body would. of course. like to improve the conditions of domestic migrant workers. Everyone recognizes the need to improve their living conditions. The real question is how to accomplish this worthy goal.
