In my opinion. both of them cannot be correct. Furthermore. in response to the statement of the chairman of the committee. who indicated that the program had had great effect in reducing the number of wetbacks who came into this country. I point out that statement does not square with the judgment of the former Commissioner of Immigration. Mr. Swing. who said the enforcement of the law was what discouraged them from coming in. I note. by way of a circumstantial argument. that in 1954. the third year the program was in effect. over 1 million wetbacks were apprehended in violation of our immigration lawsthe largest number by far in the last 12 years.
