Mr. Speaker. I read with great interest the remarks of my distinguished colleague. the gentleman from New York concerning the socalled Johnson plan to alleviate the Arab refugee problem in the Middle East. The remarks are to be found on page 11647 of the I would not want to disparage the gentleman from New York. Congressman HALPERNS deep concern for the security of Israel. I have long admired his energetic support of efforts leading to a peaceful solution of the ArabIsrael conflict. I have no doubt that I shall have occasion to subscribe to his suggestions in this area in the future as I have in the past.
