Donovan has "saved countless lives and prevented the bloodshed of human beings and through his unceasing efforts has brought joy to the families of countless Cuban refugees and has through his individual initiative advanced and demonstrated the philosophy and ideals of the American principles of international brotherhood. particularly with the peoples of our Western Hemisphere." Mr. President. it is a privilege to join in this merited praise of James B. Donovan.
