Some people. in an effort to defeat the bracero bill. are dreaming of many ways to develop a domestic migrant farm labor program. No Idea yet has been advanced which is as efficient. practicable. or humanitarian as the Public Law 78 program. Even though row crop agriculture can utilize labor of low or simple skills. not everyone can do the work. A massive governmental recruiting program throughout the United States. in pockets of great unemployment and in big city slums. may produce some. but not enough. satisfactory fleldworkers.
