If it is to be a policy of appeasement and vacillation. that is quite different. If our policy toward Cuba is never to liberate it. never to return Cuba to the status of a free nation. our country probably has the responsibility of providing assistance and development to the Dade County area. But it seems to me this would be a dangerous precedent to establish. I believe that if we attach to a bill such as the pending one an amendment giving recognition to the unemployment status of 150.000 Cuban refugees. we shall do a disservice to the Senate and to the United States of America.
