So we have some precedent for saying that this problem should be dealt with by means of a separate bill. of a different typea bill which would be supported by all Senators who are in favor of having the refugees taken care of. Thus. the vote would be taken in that context. and also in connection with a policy of providing them with an opportunity to return to their own country. which is what we really want to do.
