CLERK. On page 4. between lines 20 and 21. insert a new section as follows: SEc. 3. Section 5(a) of the Area Redevelopment Act is amended by adding at the end thereof the following: "The Secretary shall also designate as a redevelopment area any area within the United States where the Secretary of Labor determines that a condition of substantial unemployment has existed for at least nine of the preceding twelve calendar months. and the Secretary of Health. Education. and Welfare certifies to the Secretary that the number of Cuban refugees residing in such area has equaled fifty thousand or more for one of the two preceding calendar years." Renumber succeeding sections accordingly.
