The gentleman from Florida and his colleague from Florida who both represent Dade County proposed an amendment to this bill which would require that Dade County be designated an area eligible for financing of part of this project and other projects under the area redevelopment program because the situation there. arises from the national policy of accepting Cuban refugees on our shores. The committee rejected this amendment but it made clear in doing so that it was not rejecting Dade County or the projects contemplated there to relieve economic distress. To the contrary. the position of the committee was that the Secretary of Commerce already has discretionary authority under the act to deal with this situation.
