Project agreements already signed between AID and the Bosch government provide AID funds and technical advisers in the fields of education. public safety. and labor in addition to agriculture and public administration. Much of the current criticism of the Bosch administration seems to center on the return of certain Communist and proCommunist exiles to the Dominican Republic and over the degree of freedom permitted to them in their activities there. The return of these subversive elements actually began in January 1963 before President Bosch took office and at a time when all Dominican political parties endorsed repeal of the emergency law under which they had been deported. President Bosch has said that he believes that in principle every Dominican should be allowed to return to his native country. The point at which the national security becomes an overriding consideration is. of course. a decision for President Bosch and the Dominican people.
