The word was current that our position was improving. Figures now show that the dwindling of gold reserves in fiscal year 1963 will be worse than it was in 1962. I will vote against these bills. except one. and that is the bill that would require agents in the assignment of migrant workers to register in Washington. I will cast my vote against the other bills. because I believe these problems can be handled by the States and should not be handled by the Federal Government. The problems confront the States. and they are best able to handle them. In the northwestern corner of my State of Ohio. migrant workers are employed. They can handle this problem without Federal aid. We get back to the proposition that the Federal Government wants to put its fingers into everything it can.
