Mr. Speaker. I was extremely saddened at the news of the passing of our good friend. "TAD" WALTER. During my first year in the Congress I had some difficult problems with immigration matters. Congressman WALTER not only assisted me in obtaining passage of a bill to solve them. but he did so in such a cheerful and willing manner that he made me well aware of the fact that he enjoyed giving new Congressmen a helping hand. He was always easy to approach. Every new Member soon found that there were a number of the older Members who were not only willing to aid them but wanted to go out of their way to help a new Member learn the ropes and become more useful to his constituents and the country as a whole.
