I. too. am aware of the amount of time he was willing to give to the junior Members of the House in consideration of legislative matters. and his untiring efforts to assist in the passage of bills in which he believed. I refer specifically to the closing of the FBI files as the result of the Jencks decision. the amendment to the Smith Act which were passed during the last session of Congress. and others which came from the Committee on the Judiciary. Probably the worlds greatest authority on immigration matters. I refer as well to his crowning achievement. the McCarranWalter Act of 1952. the first major revision of immigration laws in a generation. It was a privilege to serve with a great man such as FRANCIS E. WALTER.
