It is an anathema to the Democratic process and a contradiction whose only raison d6tre is that it is there. The Schneider case dramatically highlights the need for this legislation. I believe it is our duty to set guidelines which the courts can follow. rather than wait for decisional law to mark the framework. Mr. President. the text of our bill reads as follows: Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled. That (a) title II of the Immigration and Nationality Act is amended by adding at the end thereof the following new section:
