Turkey. or Russia. depending upon treaties and military prowess. The Armenian people. though. lived with the hope of once more being able to govern themselves. The advent of World War I and the subsequent deterioration of the Ottoman Empire and the fall of the Russian Czar enabled those living in the area designated as Armenia to establish on May 28. 1918. an independent Republic. To these people who had suffered massacres and mass deportations. this proclamation seemed to be their salvation. During the peace conference following the World War. Woodrow Wilson took an active part in the establishment of this small but proud country.
