Mr. Speaker. recently I had occasion to study with care the annual report to the board of directors of the National Sharecroppers Fund. written by Fay Bennett. executive secretary. It is an excellent report summarizing the plight of migrant farmworaers and low income farm families in this country. Of particular interest are the paragraphs which deal with the application of Federal aid programs. Every Member of Congress will be interested in the funds conclusion that applications for loans and other government aid are being processed in a discriminatory and therefore ineffective fashion. This is a point worth noting when Members come to the problem of considering fair opportunity requirements in Federal legislation.
