We could do the same thing in public health. education. agriculture. and other fields of public administration. This would mean that in the immediate aftermath of the overthrow of Castro. a trained group of administrators would be available to the Cuban people. to utilize in the initial rebuilding task. In this way. the refugees would show their desire to contribute to the progressive construction of a new and free Cuba. Hopefully. many of these people would retain important government posts following free Cuban elections. The United States would find it convenient and easy to work with them through our foreign aid program. and there would be a high level of mutual understanding and respect.
