Let us leave to the international lawyers the question of whether such a government or council should be recognized as insurgent. belligerent. or as any other limited or conditional category of government. Let us assume that if we decide to take such a step that we can find the most advantageous way to do It in the eyes of the international community. Let us look beyond this to the reasons why we might want to recognize a Cuban national council. It is my belief that It would accomplish the following: First. Provide a rallying point for the Cuban refugees in the hemisphere. Second. Provide a legal and effective instrument through which this and other governments could offer material and financial aid in the fight to regain Cubas freedom.
