I should like to point out. in following up what the distinguished Senator from Florida said earlier today. that there are other suggestions which might be considered. in addition to the setting up of a governmentinexile to which recognition might be extended by this country. But let me say that recognition of a Cuban governmentinexile should be seriously considered only when the various antiCastro groups get together under a responsible and recognized leadership. That is not the case today. because. as I understand the situation. there are at least 12 major groups of antiCastro Cuban refugees. and there are many more smaller groups. If there is to be a possibility of recognition of a Cuban governmentinexile. solidarity and real accommodation and real leadership must be forthcoming. In addition to giving serious consideration to the recognition of a Cuban governmentinexile.
