Speaker. on October 15. 1960. the then candidate John F. Kennedy said in Johnstown. Pa.: We must end the harassment. which this Government has carried on. of libertyloving antiCastro forces in Cuba and other lands. While we cannot violate international law. we must recognize that these exiles and rebels represent the real voice of Cuba. and should not be constantly handicapped by our Immigration and Justice Department authorities. This statement is in striking contrast with the State and Justice Department announcements over the past weekend and subsequent United States and British naval action based on those statements.
